1988年下半年以来,我局实行了班组安全管理体制改革,转变班长职能,使安全走出了低谷,收到了显著效果。国务委员邹家华同志指示,这个办法“值得推广,不但在统配煤矿推广,在地方矿、乡镇矿都值得推广”。问题的提出1988年,我局实行了集团承包,各方面都出现了前所未有的好形势,上半年生产、经济效益等项指标实现新突破,但安全工作方面存在的问题却没有得到良好的解决。虽然局矿会议开得不少;文件发得不少;制度定得不少;抓“三违”罚款和处理事故责任者也不少,但质量安全总是时好时差,事故时有发生。局长肖德长同志为了解决这一问题,通过深入调查研究,结合多年的经验,发现主要是质量安全责任没有落实,班长职能不能适应生产发展和现场管理的需要,亟待改变。这是因为:
