清初,每遇重要、难办的公务时,下级官员往往会向上司致信联络疏通,洞悉上司态度或得到具体指示后,再行文处理公务。官员之间这类商洽、联系公务的书信,沿用了书信私密、结构灵活、言辞随意亲切的特点,虽为商讨公务却可不用或少用公文套语简约方便,又不受公文运转程序限制可越级致信。因此公务书信深得官员的喜爱并普遍应用,到乾隆朝时,这种具有公务性质的信函最终由书信转化而成公开的正式的官府文书。
