在新型工业化背景下,中国的经济增长并没有显著促进就业增长,政府的就业促进功能也没有得到很好发挥,物质资本对就业增长的促进效率还需提高。显著影响中国就业增长的因素有出口比率、投资比率、人力资本、城镇化、第二产业占国民生产总值的比重、技术进步,这些因素对就业增长有不同的影响机理。在后金融危机时期,需要结合就业影响因素采取以产业结构升级推进就业增长的新思路,通过全方位调整促进产业升级,最终达到就业和经济的协调增长。
Under the new industrialization background, China’s economic growth did not significantly promote employment growth, nor did the government’s employment promotion function well, and the efficiency of material capital in promoting employment growth still needs to be improved. Factors that significantly affect employment growth in China include export ratio, investment ratio, human capital, urbanization, the proportion of secondary industry in GNP and technological progress, all of which have different impact mechanisms on employment growth. In the post-financial crisis period, we need to take a new thinking of promoting employment growth by upgrading industrial structure in combination with employment impact factors, and promote industrial upgrading through all-round adjustment so as to eventually achieve coordinated growth of employment and economy.
