随着中国城市经济社会整体发展水平的不断提升,“停车难”问题已然成为当前各城市综合治理的关键问题。目前针对“停车难”问题各城市治理方式与途径各不相同,虽在短期内取得了一定的效果,但持续性不强,难以从根本上解决“停车难”问题。本文以芜湖市中心城区为例,通过把脉“停车难”问题的实质性成因,力求从城市交通出行方式、城市空间结构、停车设施供给、管理、信息化、收费以及地方立法等多角度出发,对存在的问题进行系统化治理,探寻城市中心城区“停车难”问题系统化治理的科学性与可行性。
With the continuous improvement of the overall economic and social development in China’s cities, the problem of “parking is difficult” has now become a key issue in the comprehensive management of various cities. At present, there are different ways and ways of urban governance for the problem of “parking is difficult.” Although some achievements have been made in the short term, their persistence is not strong and it is difficult to fundamentally solve the problem of “parking is difficult.” Taking the central urban area of Wuhu for example, through the substantial causes of the problem of “difficult parking”, this paper tries to find out from the perspectives of urban traffic mode of travel, urban spatial structure, supply of parking facilities, management, informationization, charging and local legislation Proceed with the systematic management of the existing problems and explore the scientificity and feasibility of the systematic management of the problems of “difficult parking” in urban centers in urban areas.
