One of the basic requirements of padding materials is that they must be able to withstand the forces applied by the filling material during filling without chipping or excessive flow. This is a difficult task for pad-based materials used as amalgam fill, because of the greater pressure applied to the pad-based material during the aggregation of the amalgam.
