未来随着国内民用运输市场的日益增加,随之而来的机场和航空噪声问题变得日益突出,因此在民用机场实施减噪声措施需要航空制造商、法规部门、航空公司、空中交通管制单位以及机场规划设计建设部门共同参与其中。本文主要介绍了国际民航组织于2001年(2004年一次修订)提出的“平衡推进措施”用以解决航空噪声对机场附近生活区的影响。其中包含了四点:降低噪声源、减噪声运行程序、运行限制和机场附近的土地规划与管理等。
In the future With the increasing domestic civilian transport market, the attendant problems of airport noise and aviation noise have become increasingly prominent. Therefore, implementing noise reduction measures at civilian airports requires the cooperation of aviation manufacturers, regulatory agencies, airlines, air traffic control agencies and Airport Planning and Design Department to participate together. This article mainly introduces the “Balance Propulsion Measures” proposed by ICAO in 2001 (revised in 2004) to address the impact of aviation noise on the living area near the airport. It includes four points: reducing noise sources, noise reduction operating procedures, operational restrictions and land near the airport planning and management.
