两年前因修建医院负债18.5万元的自贡市富顺县互助镇卫生院,由于引进了股份合作制进行改革后,社会效益和经济效益十分显著。两年时间不仅还清了债务,步入了良性循环,而且给医院带来了勃勃生机,显示出了无限的生命力。近几年,我们在农村卫生改革方面进行过承包制、租赁制、分组经营、乡村联办、股份合作等各种改革的探索,试点。唯有在互助镇卫生院进行的股份合作制改革,在当前看来更优于其他办院模式和运行机制,我们认为:当前股份合作制是巩固发展集体所有制乡镇卫生院的有效机制。

In two years, it not only paid off the debts, entered a virtuous circle, but also brought vitality to the hospital and showed immense vitality. In recent years, we have conducted exploration and pilot programs on various aspects of the reform of rural health system including contract system, leasing system, group management, rural liaison office and shareholding cooperation. Only the reform of the joint-stock cooperative system in the hospitals of the mutual aid townships is better than other modes of running the hospitals and operating mechanisms at present. In our opinion, the current joint-stock cooperation system is an effective mechanism for consolidating the development of collective-owned township hospitals.
