目的了解北京市《出生医学证明》管理人员的相关知识水平,发现知识水平较低人群,以期进一步提高北京市《出生医学证明》的整体管理水平。方法对北京市所有《出生医学证明》签发机构的签发管理人员进行闭卷考核,将其基本信息以及考核成绩录入Epi Data数据库,并将数据库导出至SPSS 13.0软件进行数据处理。结果北京市16个区县131家《出生医学证明》签发机构的276名《出生医学证明》管理人员参加了考核,共回收有效问卷275份,问卷回收率为99.6%。全市参加考核人员的平均得分为86分,错误率较高的试题内容涉及新版《出生医学证明》的管理要求,无效证件的概念、空白证件的管理以及特殊情形《出生医学证明》的签发等。《出生医学证明》管理人员其从事相关工作的时间越短(t=2.394,P=0.018)及其隶属的签发机构级别越低(t=2.430,P=0.016)其考核成绩分数越低。结论北京市《出生医学证明》管理人员相关知识水平相对较高,但仍有部分知识掌握不足;从事相关工作时间较短以及隶属机构级别较低的管理人员其知识水平较低。
Objective To understand the relevant knowledge level of “birth medical certificate” managers in Beijing and to find out the people with low level of knowledge in order to further improve the overall management level of “medical certificate of birth” in Beijing. Methods The issuer managers of issuing agencies of birth medical certificates in Beijing were closed-book examination, the basic information and assessment results were recorded in Epi Data database, and the database was exported to SPSS 13.0 software for data processing. Results A total of 276 “medical certificates of birth” managers from 131 medical certificate birth clinics in 16 districts and counties of Beijing participated in the examination. A total of 275 valid questionnaires were collected and the questionnaire recovery rate was 99.6%. The average examination score of the city’s examiners is 86. The questions with high error rate refer to the management requirements of the new version of “Medical Certificate of Birth”, the concept of invalid certificates, the management of blank documents, and the issuance of special medical certificate of birth. The shorter the time spent on related work (t = 2.394, P = 0.018) and the lower the level of the issuing agency (t = 2.430, P = 0.016), the lower the score of examination result is. Conclusions The level of relevant knowledge of “birth medical certificate” managers in Beijing is relatively high, but some of them still have insufficient knowledge. The management staffs with shorter relevant work hours and lower level of affiliated institutions have lower knowledge level.
