随着党和政府对农村经济的日益重视,农村经济发展缓慢的问题逐渐显现,越来越引起人们的广泛关注。自2003年以来,中央先后发布了14个“一号”文件用来解决农村问题,这足以说明国家对农村经济发展的重视。前人学者找出的影响农村经济增长的因素有很多,如公路建设、水利设施、医疗卫生、社会福利、教育等,可见,农村公共基础设施供给的问题越来越成为问题的焦点。因此,本文在此背景下对农村公共投资的概念做出详细介绍并指出其对农村经济发展的作用。最后文章提出了农村公共投资存在的问题并提出相关建议。
With the growing emphasis on the rural economy by the party and the government, the problem of the slow development of the rural economy has gradually emerged, attracting more and more people’s attention. Since 2003, the Central Government has promulgated 14 “No. 1” documents to solve the rural problems, which is enough to show that the state attaches importance to rural economic development. There are many factors that influence the economic growth in rural areas such as highway construction, water conservancy facilities, health care, social welfare, education and so on. Therefore, the problem of rural public infrastructure supply has become the focus of the issue more and more. Therefore, this article gives a detailed introduction of the concept of rural public investment in this context and points out its role in rural economic development. The last article put forward the problems in rural public investment and put forward relevant suggestions.
