为了进一步贯彻落实国务院国办发(1986)50号文件精神,具体部署落实劳动人事部、水利电力部联合颁发的《基层水利、水土保持管理服务机构人员编制标准(试行)》,我部于1986年12月中旬在重庆市召开了全国基层水利、水保定编会议。会上除了学习领会“编制标准”的内容实质,同时还对具体落实“编制标准”而起草的“基层水利、水土保持管理服务机构人员事业经费的暂行规定”、“关于基层水利、水土保持管理服务机构职工录用的有关规定”、“基层水利、水土保持管理服务机构工作条例”等三个配套文件进行了讨论修改。与会同志一致认为,“基层水利、水土保持管理服务机构人员编制标准”的颁发,是健全水利、水保基层组织,
In order to further implement the spirit of the document issued by the State Council’s State Administration Office (1986) No. 50, the Ministry of Labor and Personnel and the Ministry of Water Resources and Electric Power jointly issued the “Standards for the Staffing of Grassroots Water and Soil and Water Conservation Management Service Organizations (Trial)”. In mid-December of the year, the national grassroots water conservancy and water conservation meeting was held in Chongqing. In addition to studying and comprehending the substance of the “compilation standard”, the meeting also drafted the “Provisional Regulations on the Funding of Basic Water Conservancy and Soil and Water Conservation Management Service Personnel” and the drafting of “Preparation Criteria” and “Regarding Basic Water Conservancy and Soil and Water Conservation Management”. The three supporting documents including the relevant regulations concerning the employment of service staff and workers, and the regulations for the work of grass-roots water conservancy and soil and water conservation management services were discussed and amended. Comrades at the conference unanimously agreed that the issuance of “Standards for Staff Establishment for Grass-roots Water Conservancy and Soil and Water Conservation Management and Service Organizations” is a grass-roots organization for water conservancy and water conservation.
