构建科学合理的绩效评估体系是提升广播电视公共服务质量的迫切需要。本文按照经济、效率、效益、服务质量、满意度和公平等多维价值判定标准,确定了广播电视公共服务绩效评估的七个维度:公共财政投入评估、传通评估、内容评估、效果评估、服务质量评估、公平评估和满意度评估,并根据各个评估维度建立了相应的评估指标体系。通过绩效评估的科学化、制度化运作,才能建立起有效的问责机制和激励机制,提高广播电视公共服务的供给水平和供给效率。
Constructing a scientific and reasonable performance evaluation system is an urgent need to improve the public service quality of radio and television. In this paper, seven dimensions of public service performance evaluation of radio and television are determined according to the criteria of multi-dimensional value such as economy, efficiency, efficiency, service quality, satisfaction and fairness. Public service investment evaluation, communication evaluation, content evaluation, effect evaluation, service Quality assessment, fair assessment and satisfaction assessment, and according to the various assessment dimensions established the corresponding evaluation index system. Only through scientific and systematic operation of performance appraisal can we establish an effective accountability mechanism and incentive mechanism to improve the supply level and supply efficiency of public services of radio and television.
