(一) 希望工程使数以万计的失学孩子重返校园,得到了举国上下的称赞。然而,在不少因贫困而失学的孩子们重返校园的同时,在农村现实生活中,也有一类孩子的辍学原因并非贫困——他们的失学有家长、社会和孩子们自身的原因。在冀南,能够完全接受九年义务教育的孩子们只占孩子总数的40%左右。从小学一年级到初中毕业,学生人数成为“金字塔”结构,即年级越高,人数越少。
