文章应用基尼系数、极差等指标和空间动态面板数据模型检验了2006年颁布并实施的新义务教育法对义务教育均衡发展的实施效果。结果表明:新修订的义务教育法实施近10年后,省际间生均经费差异不具有收敛性,生均经费差异仍在不断扩大。差异不断扩大的趋势说明关于义务教育的法规、制度和政策的制定缺乏一定的科学依据和有效性。改善不合理的分配制度,实行义务教育经费的精准量化研究,是解决教育分配不合理的基本出路。
This paper tests the implementation effect of the new compulsory education law promulgated and implemented in 2006 on the balanced development of compulsory education by using such indicators as Gini coefficient, range index and spatial dynamic panel data model. The results show that after the implementation of the newly revised compulsory education law in the recent 10 years, there is no convergence in the per-capita funding across the province, and the per-capita funding gap continues to widen. The trend of widening differences shows that the formulation of laws, regulations and policies on compulsory education lacks certain scientific basis and validity. Improving the unreasonable distribution system and carrying out precise and quantitative research on the funds for compulsory education are the basic solutions to the unreasonable distribution of education.
