公共组织发展的历史表明,以官僚制组织为典型形态的传统公共组织形成的是权威、价格整合机制,其组织成员被整合为依附性和工具性人格。合作型组织吸取传统组织整合的优势,以信任为主导因素,形成权威、价格和信任三维有机的组织整合机制。在此整合机制中,行政人员的自我同一性与组织同一性达到有机统一,最终被塑造为独立人格。
The history of the development of public organizations shows that the traditional public organizations with the typical form of bureaucratic organizations form the authority and price integration mechanism, and the members of their organizations are integrated into the dependent and instructive personalities. Cooperative organizations draw on the advantages of traditional organizational integration, with trust as the dominant factor, forming a three-dimensional organic organizational integration mechanism of authority, price and trust. In this integration mechanism, the administrative staff’s self-identity and organizational identity to achieve an organic unity, and ultimately be shaped as an independent personality.
