铁路运输紧张,是制约和影响国民经济发展的薄弱环节。为此,我国提出“七五”期间铁路建设“北战大秦、南攻衡广、中取华东”的三大战役。北战大秦西起大同,东至秦皇岛的大秦铁路,全长653.02公里,是我国为增加晋煤外运通道作出的一项重大决策,是我国第一条电气化复线,大吨位重载运煤专线现代化铁路。整个工程分两期进行,第一期工程全长410公里,1984年破土动工,1987年底已完成隧道总长度的94.5%,大中桥总长度的93.2%,铺轨总长度的90.7%,预计今年年底可建成运煤,1991年全线开通后;晋煤外运量将增加1忆吨。南攻衡广全长2300公里的京广线是纵贯我国南北的运输大动脉,其中北京至衡阳早已建成复线。
