近几年来,房地产开发建设单位普遍忙于房地产开发,征地拆迁,寻找市场,出售商品房;管理部门重视三高工程(高级公寓、高级宾馆、高层建筑),而对量大面广的民用住宅工程,尤其是对小区内的住宅工程质量,重视不够。有的单位在解决工程质量通病问题上,经常在施工中图省事,怕麻烦,不遵守操作规程。例如小区住宅地面起伏较大,没有固定的水准标高;有的房屋主体还没有封顶就开始随层抹灰;预制板安装前有的漏堵眼,安装后又不按程序用细石砼灌缝,造成天棚裂开;砌砖不按规定留槎,少放拉接筋,砌体有暗通缝;砼配合比不准;木门窗变形,钢窗开关不灵活;屋面渗漏,墙面结露,管道漏水,卫生间渗水等现象仍然不断出现。 为了加强商品房、动迁楼实施全面工程质量的管理,通过几年的实践,谈几点看法,供房屋开发单位参考。 1 “全省百栋楼质量管理竞赛”,启发我们房屋开发管理部门要配合施工单位抓好工程质量管理,并把质量管理的重点放在消除质量
