本文通过作者多年来所接触到的分析测试工作,重点提出了目前在引进国外技术、设备、原材料、工艺等方面由于缺乏有组织、有计划的技术交流与协作,使不少已经获得解决或已临近解决的技术关键不能得到及时的推广应用,造成“自扫门前雪”的局面。这一后果必将导致技术、材料、备件等继续依赖于进口;设计与用材部门盲目选材用材;设备仪器使用寿命缩短;资金大量外流;而国内技术水平不能得到普遍地提高;技术积累速度不能加快;技术储备增加不多;研究部门的成果不能普遍开花结果;用户却因得不到及时的技术援助而引起一系列的恶性反应。希望上述问题能够引起各方面的重视,要把引进新技术与分析、消化、使用、推广、提高、储备、再提高相结合起来。 Based on the analysis and testing work that the author has come into contact with over the years, this paper mainly points out that at present there are many problems that have been solved or have been solved due to the lack of organized and planned technical exchanges and cooperation in the introduction of foreign technology, equipment, raw materials and technology.
