近年来,浙江省瑞安市国土资源局大力构建国土资源执法监察工作新机制,2009年10月,在全省率先出台了违法用地、违法建设管理责任追究暂行办法。把管理责任真正落实到每一个相关人员,实行“零缝隙”责任追究,推进执法关口前移,重心下移,打造以共同责任机制为核心的新型国土资源监管平台,使全市违法占用耕地面积大幅度下降,2009年第四季度违法占用耕地面积,与2008年同期相比,下降了50%。
