集中采购是目前集团化采购的主要模式之一,而危化品在石油化工行业的生产中又占有重要地位,二者的有效结合对于炼化企业的正常运营起到了重要的保障作用。中国石油天然气集团公司从2009年开始推行物资的集中采购,并于2012年开始对进口化工催化剂实行集中采购。文章以化工催化剂为例,介绍了进口物资集中采购的实施过程及控制管理,指出了进口物资在推行集中采购时应注意的问题及风险管控,并对供应商管理及未来催化剂的发展进行了展望。
Centralized purchasing is one of the main modes of group purchasing at present, and hazardous chemicals plays an important role in the production of the petrochemical industry. The effective combination of the two plays an important safeguard role in the normal operation of the refining and petrochemical enterprises. China National Petroleum Corporation from 2009 to implement the centralized procurement of supplies, and in 2012 began to focus on the procurement of imported chemical catalysts. Taking chemical catalyst as an example, this paper introduces the implementation process and control management of centralized procurement of imported materials, points out the problems and risk control that import materials should pay attention to when implementing centralized procurement, and makes a prospect of supplier management and future catalyst development .
