医院“以药养医”局面的形成,源于政府对医疗机构补偿不到位。多数医院长期依赖药品收支结余形成的“利润”,维持大型设备购置和基础建设,解决医务人员的奖金和福利。为保持这种平衡,许多医院对“医药分家”的改革措施配合的积极性并不高。一些地方虽然出台了改革政策,提出医药分业,但医院于无奈之中,只能在执行过程千方百计找对策。
The formation of the hospital’s “drug-to-medicine” situation stems from the government’s failure to make compensation for medical institutions. Most hospitals have long relied on the “profits” formed by the balance of pharmaceutical revenues and expenditures to maintain the purchase of large-scale equipment and infrastructure, and to solve the bonuses and benefits of medical personnel. In order to maintain this balance, many hospitals are not enthusiastic about the “medicine separation” reform measures. In some places, although a reform policy has been introduced and medical divisions have been proposed, hospitals are in desperation to find solutions in every possible way in the implementation process.
