20世纪20年代,国共两党在苏联的支持援助下分期选派了一批留苏生,以培养政治、军事等方面骨干,从而掀起了留苏热潮。但在国共合作破裂后,这股热潮即戛然而止,众多国民党员留苏生被遣送回国。随着归国留苏生人数的增加,建立相关留学生团体的条件也逐渐具备,以国民党员留苏生为主体的留俄同学会正式登上历史舞台,并因其与政治密切相关的特殊性而产生独特、重要的影响。与此同时,依附于汪伪政权的“中国留俄学生同学会”也粉墨登场,为日本帝国主义与汪伪政权俯首卖命。
