重庆启动了"宜居重庆"、"畅通重庆"、"森林重庆"、"平安重庆"和"健康重庆"建设,将对重庆经济发展乃至把重庆建设成为长江上游经济中心起到很好的促进作用.而产业集群化战略对一个国家或地区的经济发展以及产业竞争力的提升具有重要影响,它与"五个重庆"建设有着密切的内在联系.文章从产业集群理论入手,探讨了产业集群发展和"五个重庆"建设之间的内在逻辑关系,并根据重庆市现有的财税政策,提出发展产业集群和建设"五个重庆"的财税体系的建议.
