(二)目标设置是指对目标搜寻的结果——方向目标组进行选择和合理的具体化组织。目标设置的主要内容(步骤)有以下几项:1.目标的评价论证是对多目标的评价论证的选择决断。主要包括:目标方向的沦证:正确的目标方向应满足三个条件:符合系统现有的整体利益及需要;符合系统长远的利益及需要;适应系统外界环境及发展变化。目标实现的可行性论证:将系统现有目标与已通过目标方向论汪的目标相对比,找出级差,分析系统内有无消除级差的途径、手段和能力,以此确定所选目标是否可行。目标内容的评价:主要考察目标内容是否协调,从而考虑目标的取舍,否则会影响总体目标;目标是否还有完善的余地。
