农业、农民、农村问题是关系国家政治、经济、社会发展的基本问题,也是关系全局的战略问题,河北省是农业大省,农村发展、农民生活和农业生产问题尤为重要。在服务县域经济发展的过程中,不断提升农电企业管理水平,大力推进农村电力事业发展,保证电网安全和电力有序供应,加快农村电气化进程,是河北农电发展的重要目标。在企业所拥有的资源中,人力资源往往是重要的决定性的资源,认真研究和制定企业人力资源发展战略,关系到整个企业发展战略的进退。采取单变量趋势外推模型对河北农电进行人力资源需求预测,并以此为基础制定人力资源发展战略。
Agriculture, peasants and rural areas are the basic issues concerning the political, economic and social development of the country. They are also strategic issues concerning the overall situation. Hebei is a major agricultural province. Rural development, peasant life and agricultural production are especially important issues. In the process of serving the county economy, it is an important goal of Hebei’s rural power to continuously improve the management of rural power enterprises, vigorously promote the development of rural power industry, ensure the safety of power grids and the orderly supply of power and speed up the electrification of rural areas. In the resources owned by enterprises, human resources are often important and decisive resources. Seriously studying and formulating the human resources development strategy of an enterprise involves the progress and retreat of the entire enterprise’s development strategy. Adopting the univariate trend extrapolation model to forecast the demand of human resource of Hebei rural power and make the human resources development strategy based on it.
