规划文本的编写中一般包含“规划实施”章节,除却一些具体的行动计划和实施工程项目,往往还涉及政策保障内容,但规划工作人员在具体规划的编制时,政策保障部分内容往往流于形式和照搬其他政府文件,缺乏针对性,并继而导致对规划的可实施性支撑不足。本文以《苏州太湖国家旅游度假区总体规划(2011-2030)》为例,分析苏州太湖国家旅游度假区当前发展问题背后的政策导向、经济利益驱动等深层次原因,并据此提出相应政策建议,以保障规划蓝图的可实施和可操作,希望能为当前我国规划编制中政策保障部分的研究撰写方法提供思路参考。
