尽管出台了一系列政策给外商投资减负,但外商投资政策繁杂和短期功利的特征没有从根本上消失,一些政策措施之间的冲突或不协调,有时让外商莫衷一是2017年9月21日,针对外资新能源汽车企业在自贸区设立独资企业问题,商务部对外表示,中国政府将尽快研究出台减少新能源汽车制造领域外商投资限制的政策措施,持续推进新能源汽车领域的对外开放。国家发改委公开表示,2017年下半年将在金融、新能源汽车等领域进一步放宽外资准入。
