党的十三大会议上,赵紫阳总书记指出:“农业的稳定增长和农村产业结构的改善,是整个国民经济长期稳定发展的基础,在社会主义初级阶段,我国农业生产条件还比较落后,发展还很不稳定,加强农业建设尤为迫切和重要”。不久前结束的自治区计划体改工作会议,全面分析了新疆的经济形势,认为农业和整个国民经济缺乏后劲是我区当前需要引起高度重视的问题。足证增强农业的后劲问题已十分紧迫地摆在了我们面前,故试论于下。
