采用工程量清单进行的工程单价发包方式,是一种国际通行及惯用的工程招标方式。工程量清单是招标文件的重要组成部分,也是整个招标文件中报价的核心,而对于单价合同来说,工程量的划分直接影响到工程进度款的合理支付,对工程的顺利实施起着重要作用。由于建筑工程项目的单一性和复杂性,在当今市场经济模式下,施工招标一般采用单价合同,即按工程量清单项目进行计量和支付。这就要求在工程招标阶段就要对其规模和招标范围有足够的了解,能够全面的完整地列出设计施工图所要求完成的工程量各个分部分项。清单中各项的名称和计量单位应准确,符合行业习惯;工程量应尽量接近实际,具有综合性和可计量性,不能漏项。那么怎样才能使工程量清单更合理、更完善呢,本文笔者依据在招投标的工作实践,对如何更好地编制工程量清单及应注意的几个问题进行探讨。

Bill of quantities is an important part of the bidding documents, but also the core of the bidding documents in the whole, and for the unit price contract, the division of the amount of works directly affects the reasonable payment of the progress of the project, the smooth implementation of the project plays an important role . Due to the unity and complexity of construction projects, under current market economy mode, construction bidding generally adopts the unit price contract, that is, measures and pays according to the bill of quantities project. This requires that the project bidding stage should have sufficient knowledge of its scope and scope of bidding, and can comprehensively and completely list all the sub-items of the construction volume required by the design and construction drawings. The names and measurement units of the items in the list should be accurate and in line with the industry’s custom; the project volume should be as close to the actual conditions as possible, comprehensive and measurable, and can not be missed. So how can we make the bill of quantities more reasonable and perfect? In this paper, the author bases his work on bidding and tendering to discuss how to better compile the bill of quantities and should pay attention to it.
