In recent years, Hong Kong garment manufacturers have set up factories in China to produce large quantities of them, mainly located in the Pearl River Delta of Guangdong Province and coastal provinces such as Jiangsu, Zhejiang and Shandong. These factories mainly undertake export orders at the initial stage, and the products are processed and sold back overseas. Cheaper workers catered to the manufacturer’s constant need to reduce costs. The mainland has become an important production base for Hong Kong garments. Hong Kong manufacturers receive orders from large department stores, warehouse department stores, chain stores and mail order companies from around the world each year. According to statistics from the Hong Kong side, in 1994, Hong Kong’s re-export of clothing in mainland China reached US$11.6 billion.
