1.计划内外物资调剂串换问题。由于种种原因,特别是在计划内外两种资源、两种价格并存的条件下,计划内物资品种不合用、不对路和到货不及时、不均衡的问题时有发生,为防止货到地头死和供应脱节,需要进行计划内外物资必要的串换。早在1986年国家计委、国家经委、财政部、人民银行、国家物资局5个部门的联合发文中,对此就有明确规定,必须继续坚持。计划内物资凡品种、规格和生产建设用项不对路的,不能如期供给用户的,运输流向不合理的和超储积压的,允许物资企业
