国家对外汉语教学领导小组办公室（下称“国家汉办”）自１９８７年成立以来，先后拟制了两次科研规划并下达了课题指南，即《１９８８—１９９０年对外汉语教学科研课题指南》（下称《＇８８指南》，载《世界汉语教学》１９８８年第３期）和《１９８８—２０００年对外汉语教学科研课题指南》（下称＇９８指南》，载《世界汉语教学》１９９８年第２期）。笔者有幸具体负责拟制并执笔起草了这两个《课题指南》。在起草过程中，笔者进行了一些调研并广泛、深入地征求了有关专家、学者的意见，因而这两个《指南》也是集体智慧的结晶，笔者从中加深、提高了对对外汉语教学学科建设的理解和认识。两个《指南》前后正好相隔１０年。若再上推１０年，从１９７８年吕必松首先提出对外汉语教学是一门专门学科算起至今，仅从学术研究的“一斑”以窥学科建设的“全豹”，我国对外汉语教学的学科建设大致经历三个发展阶段：１．１９７８年至１９８７年为准备阶段，以１９７８年吕必松提出“学科”论为标志和起始；２．１９８８年至１９９７年为形成阶段，以《＇８８指南》为标志和起始；３．１９９８年以后为发展阶段，以《＇９８指南》为标志和起始。
