国家对外汉语教学领导小组办公室(下称“国家汉办”)自1987年成立以来,先后拟制了两次科研规划并下达了课题指南,即《1988—1990年对外汉语教学科研课题指南》(下称《'88指南》,载《世界汉语教学》1988年第3期)和《1988—2000年对外汉语教学科研课题指南》(下称'98指南》,载《世界汉语教学》1998年第2期)。笔者有幸具体负责拟制并执笔起草了这两个《课题指南》。在起草过程中,笔者进行了一些调研并广泛、深入地征求了有关专家、学者的意见,因而这两个《指南》也是集体智慧的结晶,笔者从中加深、提高了对对外汉语教学学科建设的理解和认识。两个《指南》前后正好相隔10年。若再上推10年,从1978年吕必松首先提出对外汉语教学是一门专门学科算起至今,仅从学术研究的“一斑”以窥学科建设的“全豹”,我国对外汉语教学的学科建设大致经历三个发展阶段:1.1978年至1987年为准备阶段,以1978年吕必松提出“学科”论为标志和起始;2.1988年至1997年为形成阶段,以《'88指南》为标志和起始;3.1998年以后为发展阶段,以《'98指南》为标志和起始。
