阐述了新时期加强森林资源管理工作的重大意义,回顾了“十一五”期间森林资源管理取得的成绩,认为国务院批准的《全国林地保护利用规划纲要(2010～2020年)》奠定了严格保护和科学利用林地的基础。对全力开创“十二五”森林资源管理工作新局面,提出要正确处理保护与利用、继承与创新、监管与服务等三个关系,着力抓好构建森林资源管理新体制、创新森林资源管理新方法、强化森林资源监管法制力度、提高森林资源管理执行力等四项工作。
