学界对于袁世凯的研究,随着上世纪80年代以来所谓“翻案式”的观点反正之沦落,颇形萧瑟。因此,重建史实至为关键。苏杭甬风波是江浙民众因不满政府手执草约,欲与英国续开谈判借款筑路,从而达到插手江浙铁路行为而起的一场声势浩大的风波,影响广泛,程度激烈。身处旋涡中心的新任外务部尚书袁世凯在该事件中扮演了重要的角色,在民众废草约、自筑路的呼声中,在朝中同僚顺应民意、拒绝续约的反对声中,甚至不顾御史的多次弹劾,袁世凯立场强硬,坚持借款改约,并最终签定与津浦合同雷同的《苏杭甬铁路借款合同》,使得自己借款筑路主张再次得以实现。
