新研制的《北京市中小学办学条件标准》对学校教育的开放化、民主化以及人本化等,给予了充分的考虑。《标准》从社会发展的整体需要与资源利用合理化要求的角度,考虑和规划中小学校的建设与利用问题,打破自我封闭、自成系统的思维模式与工作习惯,以全面服务社会的态度来博取社会、社区对学校建设的全面理解与全面支持。但在教育理念与政府标准之间、在标准和实施措施之间,必然存在着理想图景与现实政策、统一标准与多样发展的明显落差。因此《标准》的贯彻落实可能是一个相当艰巨的努力过程,但惟其如此,才会成为首都社会经济现代化事业的奠基工程。
