(一)科研开发国际化是跨国公司激烈竞争的产物。其特点是:(1)充分利用国外资源,特别是技术资源。许多厂家与世界各国的研究组织及学术机构合作,把资源用于同外国同伙共担风险,甚至与自己的竞争对手一起开发新产品、研究新工艺。(2)充分依靠成本优势。跨国公司采取联合的办法或把研究和生产置于具有成本优势的国家,利用国外资源分散支出负担。
(1) Internationalization of scientific research and development is a product of fierce competition among multinational companies. Its characteristics are: (1) Make full use of foreign resources, especially technical resources. Many manufacturers collaborate with research organizations and academic institutions in various countries around the world to use resources to share risks with their foreign counterparts and even develop new products and research new processes together with their competitors. (2) Fully rely on cost advantages. Multinational corporations adopt a joint approach or place research and production in countries with cost advantages, using foreign resources to diversify spending burdens.
