本文实证分析了知识产权保护及其作用下我国高技术产业自主R&D投入以及技术外溢对高技术产业创新的影响。在梳理了开放经济条件下知识产权保护对企业创新影响机制的基础上,利用1997—2010年我国省级高技术产业面板数据进行检验,结果表明:知识产权保护显著地促进了我国高技术产业的科技投入和创新产出;国外技术引进和国内技术购买均对我国高技术产业创新产生正效应,而出口对其产生负影响。本文研究结论对于我们正确认识和利用我国知识产权制度具有启示意义。
This article empirically analyzes the impact of intellectual property protection and its role on independent R&D investment in China’s high-tech industry and technology spillovers to high-tech industry innovation. After combing the mechanism of intellectual property protection’s impact on corporate innovation under the conditions of open economy, we used panel data of provincial-level high-tech industries in China from 1997 to 2010 to test. The results show that intellectual property protection has significantly promoted the high-tech industry in China. Science and technology investment and innovation output; foreign technology import and domestic technology purchase have a positive effect on China’s high-tech industry innovation, while exports have a negative impact on it. The conclusions of this study have implications for us to correctly understand and use our intellectual property system.
