重庆建立统筹城乡改革试验区4年来,攻坚克难不断创新,取得了丰硕的改革成果,并以“重庆模式”向全国推广。随着改革的日渐深入,各项政策措施不断出台,更需要制定相关配套的法律来鼓励创新,保障改革创新的合法性。本文提出尽快进行《重庆市统筹城乡综合配套改革试验创新促进条例》立法,从立法背景、立法条件、立法时应考虑的问题以及效力实现问题做了详细的论证,为立法者提供借鉴。
In the four years since Chongqing established a pilot area for overall planning of urban and rural reform, it has made great strides in innovation and achieved fruitful results in reform and has popularized throughout the country with the “Chongqing Model.” With the deepening of the reform and the continuous introduction of various policies and measures, it is even more necessary to formulate related laws to encourage innovation and ensure the legitimacy of reform and innovation. This article proposes that the Legislation of Chongqing Municipality on Comprehensive Innovative Promotion of Urban and Rural Comprehensive Reform Experiments be promptly carried out. The legislation background, legislative conditions, the issues to be considered in the legislation and the realization of the effectiveness should be demonstrated in detail so as to provide reference for the legislators.
