第一章总则第一条为了保护劳动者的合法权益,维护劳动力市场的正常秩序,促进经济发展和社会稳定,根据《中华人民共和国劳动法》等有关法律、法规,结合本省实际,制定本条例。第二条本条例所称劳动监督检查,是指县级以上人民政府劳动行政部门(以下简称劳动行政部门),对企业、个体经济组织、国家机关、事业组织、社会团体(以下统称用人单位)遵守劳动法律、法规、规章情况进行监督检查,对违反劳动法律、法规、规章的行为进行处罚的劳动行政执法行为。
