在国际地科联主席Willian S·Fyfe教授的主持下,出席科学钻探管理者会议的代表一致通过: “1992年OECD(经济合作与发展组织)在法国布雷斯特召开的大科学专题讨论会和1993年8月30日至9月1日举行的波茨坦大陆科学钻探会议,都表示广泛地支持建立一项新的国际计划。据此,与会者建议,要立即成立一个小组,着手准备行动计划。” 波茨坦会议的总结论概述如下:
Under the chairmanship of Prof. Willian S. Fyfe, President of the International Union of Science and Technology, the representatives attending the Scientific Drilling Managers Conference unanimously adopted: “The 1992 OECD (Organization for Economic Co-operation and Development Organization) Large Scientific Symposium held in Brest, France And the Potsdam Continental Scientific Drilling Conference, held from 30 August to 1 September 1993, all expressed broad support for the establishment of a new international plan whereby participants recommended the immediate establishment of a small group to begin the preparation of the plan of action . ”The general conclusion of the Potsdam Conference is summarized as follows:
