我厂现有28m~2小高炉两座,红旗3~#焦炉两组,配有选矿和土烧结,高炉、焦炉每天约有99800m~3剩余煤气空排,污染大气。一九七八年以来,我们重点搞了利用高炉、焦炉剩余煤气进行发电的工程。我厂当时两个矛盾都非常突出:一是生产要上去,但电力供应不足;二是大量煤气空排未能加以利用,且污染大气。仅以七八年为例:全厂停电169次,累计787小时。因停电少产生铁六千多吨,多耗用焦炭三千多吨。八项经济指标很不理想。焦炉、高炉及运转设备的寿命均有很大影响;公害的赔偿费逐年增加,给农民和国家都带来很大损失。为了解决这个问题,我们经过调查研究分析之后决定以煤气为燃料,搞1500千瓦机组的余热发电,在上级领导支持下,很快将睢宁电厂停用后一套汽轮发电机组和一台10T/小时水管式锅炉调拨给了我厂。搞余热发电,工程质量要求高,我们技术力量薄弱,缺乏经验,困难确实不少。为此,我们成立了余热发电工程指挥部和其他
