1985年2月,中央军委杨尚昆副主席到贵州省遵义地区视察工作时,认真考察了遵义军分区组织发动民兵办经济实体,在勤劳致富的基础上,从中提取部分资金弥补民兵经费不足的做法,给予了充分肯定。他说:“以劳养武是一条好路子,它能减轻人民负担,又能加强民兵建设,还对地方经济建设有直接帮助……。”随后,他欣然命笔提写了“以劳养武,富民强兵”8个大字。
