面对西方公共服务市场化的影响和我国社区警务的现状,我国公共服务市场化中的治安承包方兴未艾,并在推行的近十年的时间里取得了较好的效果,在经济、效率、效益和公平四个方面体现出了绩效优势;同时也暴露出了它的不完善和不成熟。为此,有必要就治安承包的绩效优势和边界限度从理性客观的角度、公共管理与法律的维度,来进行深入的探讨。
In the face of the marketization of Western public services and the status quo of community policing in our country, the public order contracting in the marketization of public services in our country is in the ascendant and has achieved good results in the nearly 10 years of implementation.
