The light emission of a light bulb is determined by its actual power. When the actual power of the lamp is the same (or close) to its rated power, the lamp will glow normally (or near normal). When the actual power of the light bulb is less than (or much less than) the rated power, the brightness of the light bulb will decrease (even not emit light).
