去年十月我在巴黎出席在歷史悠久、雄偉莊嚴的司法部大樓舉行的慶祝《海牙取消認證公約》50周年的會議,並在會上發言。雖然這項公約仍未適用於內地,香港一向採用公約的原則,並使用公約規定的附加證明書超過40年。我藉那機會,呼籲與會者支持香港與海牙國際私法會議常設辦事處合作,在香港成立地區辦事處。秘書長事後來信表示,許多與會者對香港所樹立的榜樣和所蘊藏的潛力,印象深刻。這令我反思,從法律、歷史、國際及策略層面來
Last October I was in Paris to attend and speak at the celebration of the fiftieth anniversary of the Hague Convention on the Elimination of Accreditation in the historic and majestic Justice Department Building. Although this convention still does not apply to the Mainland, Hong Kong has always adopted the principle of the Convention and has used the additional certificates stipulated in the Convention for more than 40 years. I take this opportunity to call on participants to support Hong Kong’s cooperation with the Hague Conference on Private International Law Standing to set up a regional office in Hong Kong. In a letter, the Secretary-General said in a letter that many participants were impressed by the example set by Hong Kong and the hidden potential. This introspectives me from legal, historical, international and strategic levels
