Preface Tactical defense communication systems (such as grouse system) and civil systems are very different. This is not only in terms of equipment engineering (such as ruggedness and operational reliability), but also in terms of telecommunications engineering. As a result, different approaches need to be taken when assumptions and corollaries on telecommunication performance standards. They are similar to civil system standards but require major revisions. The purpose of this article is not to propose performance standards that are universally applicable to defense communications systems. However, some of the problems encountered can be solved by introducing the scheme adopted by the grouse system. Table 1 summarizes the civil and tactical defense communications between the main system
