人力资源开发在企业发展过程中发挥着举足轻重的作用。本文在对石油企业现状及特点分析的基础上,探讨了目前石油企业人力资源开发落后的原因,重点研究了我国石油企业在建立现代企业制度的发展过程中,开发人力资源所遇到的问题,并从企业发展战略角度出发,在人力资本投资、人才与劳动力市场、就业制度及社会保障体系等方面提出了一些相应的思路和对策,以加快人力资源开发、人才成长机制建立,促进石油企业健康发展。作为生产关系某种具体体现的人事管理与人力资源开发工作在以美、日为代表的西方国家极大地推动了企业的成长与发展。
Human resource development plays a decisive role in the development of enterprises. Based on the analysis of the current situation and characteristics of petroleum enterprises, this paper discusses the reasons for the backward development of human resources in oil enterprises at present, and focuses on the problems encountered by Chinese petroleum enterprises in developing human resources in the process of establishing modern enterprise system. And from the perspective of enterprise development strategy, put forward some corresponding ideas and countermeasures in the aspects of human capital investment, talent and labor market, employment system and social security system to speed up the development of human resources, the establishment of talent growth mechanism and promote the health of petroleum enterprises development of. As a concrete manifestation of the relations of production, personnel management and human resources development work have greatly promoted the growth and development of enterprises in the western countries represented by the United States and Japan.
