Dalian was one of the first 14 coastal open cities approved by the state in 1984. Dalian municipal party committee and municipal government have always regarded opening to the outside world as their major economic policy and pushed for opening up to the outside world in a large-scale, wide-area and in-depth development. From 1984 to 1996, the city’s total contractual foreign investment reached 12.45 billion U.S. dollars, an average annual increase of 49%.
