目前,我国学术界关于政府改革与管理创新方面的研究,大多注重职能转变、体制改革、制度建设与方法创新等方面,而对于文化之于管理创新和政府改革的巨大反作用这一事实关注不够。因此,从行政文化的层面、从行政文化创新的视角,建立先进的行政制度文化,实现制度创新,积极推进服务型政府建设,不仅成为可能,更是一个全新的挑战。
At present, the researches in government innovation and management innovation in our country mostly focus on the aspects of function transformation, system reform, system construction and method innovation, but not pay enough attention to the fact that culture is a huge reaction to management innovation and government reform. Therefore, from the perspective of administrative culture, from the perspective of administrative and cultural innovation, it is not only possible but also a completely new challenge to establish an advanced administrative institutional culture, realize institutional innovation, and actively promote the building of a service-oriented government.
