在全国税务系统新一轮改革的浪潮中,青岛市国家税务局按照总局部署,给合本系统实际,积极探索税收征管、机构、人事改革的新思路和新办法,呈现出两个显著特点:一是将信息技术创造性地运用于税务管理的实践,为征管、机构、人事改革搭建了信息化平台:二是按照“三位一体、综合配套”的原则,在信息化的支撑下,征管、机构、人事三项改革齐头并进,同步到位。三项改革规范了税收执法行为,促进了依法治税,初步解决了“疏于管理、淡化责任”的问题,提高了税收征管的质量和效率,树立了国税机关的良好形象。他们的作法和经验得到了总局领导的肯定。遵总局领导之嘱,本刊特派出采访小组赴青岛市国税局采访并成就了三篇稿子,现一并刊出,以飨读者。
In the wave of the new round of tax reform in the whole country, in accordance with the general plan of the State Administration of Taxation, Qingdao Municipal State Taxation Bureau has actively sought new ideas and new approaches to tax collection, administration and personnel reform in light of the reality of the system and has shown two salient features: The first is to apply information technology creatively to the practice of tax administration and set up an information platform for tax collection, organization and personnel reform.
