很多旨在减少贫困的发展工程最终由于迫使大量人群迁移且没有妥善安置这些人群而增加了贫困。导致迁移的发展工程今后还将继续 ,所以需要对迁移现象作更加深入的研究。这篇文章肯定经济学在赔偿问题上的贡献 ,但对赔偿的局限性和经济学家在重新安置人口的工程中经常使用的不恰当方法提出了批评。文章认为 ,那些被迫迁移的人所经受的物质和非物质贫穷程度远远超过了传统经济学提出的以赔偿为中心的解决办法所具有的补偿能力。文章简述了被迫迁移所包含的贫困风险 ,指出安置政策的目的和手段不相配 ,并批评了当前在安置中采用的经济和资金评估方法。文章提议建立一种新的经济学 ,其中心目的是重建被安置者的生活 ,除了对损失做出赔偿外 ,还有必要为此进行发展投资。社会学、人类学和经济学必须把迁移造成的贫困化及其原因、结果和解决方法的知识结合在一起
Many development projects aimed at reducing poverty eventually increase poverty by forcing large numbers of people to migrate and not properly rehousing them. The development project that led to the relocation will continue in the future, so a more in-depth study on the phenomenon of migration is needed. This article confirms the contribution of economics to the issue of compensation, but criticizes the limitations of indemnity and the inappropriate methods that economists often use in the resettlement of the population. The article argues that the extent of material and immaterial poverty experienced by those who are forced to move far outweighs the ability of the traditional economics to provide compensation-centered solutions. The article briefly describes the poverty risk involved in forced relocation, points out that the purpose and means of resettlement policy are not compatible, and criticizes the current economic and capital evaluation methods used in resettlement. The article proposes to establish a new kind of economics, the central purpose of which is to rebuild the life of the resettled people. In addition to compensation for losses, it is necessary to make investment in development for this purpose. Sociology, anthropology, and economics must combine the impoverishment of migration with its causes, consequences, and knowledge of solutions
